New Regulation Introduces Increased Subsidies for Straw Returning

Recently, the Ministry of Agriculture and Rural Affairs, together with the Ministry of Finance, issued the "Notice on Further Strengthening the Comprehensive Utilization of Crop Straw." The notice specifies that in 2024, the central government will increase subsidies for the straw returning process, with a focus on major grain-producing areas and black soil protection regions. The new policy requires local governments to optimize subsidy distribution methods by implementing "differentiated subsidies." Higher subsidies will be granted to farmers or cooperatives that adopt key technologies such as high-standard crushing for straw returning and deep plowing and tillage, combined with soil testing and formulated fertilization practices.

This initiative aims to address challenges such as the poor effectiveness of straw returning in some areas, which can even hinder the planting of subsequent crops. By leveraging economic incentives, the policy encourages scientifically sound straw returning practices to improve farmland quality. It is estimated that the new policy will benefit over 500 major grain-producing counties nationwide and increase the straw returning rate by approximately 5 percentage points.

Industry experts believe this move not only directly reduces farming costs for growers but also brings clear opportunities for the market of agricultural machinery such as straw crushers and subsoiling tillage equipment, as well as for specialized social service organizations. It further promotes the development of agricultural input services toward greener and more precise practice.
